INVITATION FOR BIDS - TENDER NO: CFHHZ/CON/01/2026

Tender notice: Construction of Bio - Digester Slab Bases and Perimeter wall

1. Background

The Civic Forum on Housing and Habitat – Zambia (CFHHZ) is a platform of Civil Society Organisations engaged in housing and habitat issues. CFHHZ hereby invites sealed bids from suitably qualified contractors to undertake the construction of biodigester slab bases and a perimeter wall at Soweto BH-Market, Lusaka.

2. Eligibility Criteria

Bidders must meet the following requirements: 

  • Registered with the National Council for Construction (NCC) and hold a valid 2026 practicing license. 
  • Registered under Grade 6 (Category B) 
  • Contractors with Grade 6 Category C as an additional classification will have an added advantage. 
  • Fully compliant with all applicable statutory and regulation requirements 

3. Scope of works

a) Construction of three (3) concrete Slab Bases:

  • Two (2) slabs measuring 6m x 14m 
  • One (1) slab measuring 6m x 22m 

b) Construction of a Perimeter wall:

  • Length: 30 meters 
  • Width: 15 meters 
  • Height: 0.4 meters 
  • Reinforcement: 0.6 – meter iron bars 
  • As per provided specifications/drawings 

4. Bid submission Requirements

i) Interested bidders must submit:

  1. Company profile 
  2. Certificate of Incorporation 
  3. Valid Tax Clearance Certificate and VAT/TPIN registration (ZRA).  
  4. Certified copies of VAT documentation.  
  5. Technical proposal (including layout/design) and financial proposal. 
  6. Certified copy of NCC registration certificate.  
  7. At least three (3) traceable client references. 

ii) Bids must be submitted either:

a) Via email: info@civicforum.org.zm

b) Physically in a sealed envelope clearly marked: “Bid – Construction of Slabs and Perimeter Wall”

5. Schedule of activities

  • Submission Deadline: 10th May, 2026, 14:30 hours CAT
  • Bid Opening: 11th May, 2026, 10:00 hours CAT at CFHHZ offices, Lusaka (public opening)
  • Clarification Deadline: 7th May, 2026.

6. Project Timeline

  • Expected Start Date: 20th May, 2026. 
  • Completion Period: 6 weeks 
  • Delays may attract penalties, which includes cancellation of contract.

8. Evaluation Criteria

Bids will be assessed based on: 

  • Technical capacity 
  • Relevant experience 
  • Financial competitiveness 
  • Compliance with documentation 

9. Additional Requirements

  • Bid Validity Period: Bids must remain valid for 60 days from submission deadline
  • Currency & Pricing: All prices must be quoted in Zambia Kwacha (ZMW) and inclusive of VAT.
  • Health, Safety and Environment: Bidders must submit a basic HSE compliance plan.
  • Defects Liability: Contractor shall be liable for defects for 6 months after completion.

10. Reservation Clause

CFHHZ reserves the right to accept or reject any bid and is not bound to award the contract to the lowest bidder.
