INVITATION TO TENDER
CONSULTANCY SERVICES FOR THE DEVELOPMENT AND ADAPTATION OF STUDY CIRCLE MATERIALS
As part of strengthening community learning through the Study Circle methodology, CFHHZ invites qualified individual consultants and consulting firms to submit proposals for the following consultancy assignments:
Lot 1: Development and Adaptation of Study Circle Material on Business Cooperative Development
The consultant will develop and adapt comprehensive Study Circle materials that promote cooperative business models for women- and youth-led enterprises. The assignment includes the development of curricula, facilitator guides, learner workbooks, case studies, assessment tools, and validation of the materials.
Lot 2: Development and Adaptation of Study Circle Material on Village Savings and Loans (VSLA)
The consultant will review and update existing VSLA Study Circle materials to incorporate current economic, technological, and digital financial inclusion practices. The materials should include participatory learning approaches and cover savings, lending, financial literacy, digital savings, enterprise development, and business diversification and growth.
Lot 3: Review and Adaptation of Study Circle Material on Gender-Based Violence (GBV)
The consultant will review and revise existing GBV Study Circle materials to align with rights-based approaches, EU Gender Action Plan (GAP III), safeguarding principles, and national GBV frameworks. The revised materials should strengthen community awareness, prevention, referral mechanisms, and socio-economic empowerment.
Lot 4: Development of Study Circle Materials on Entrepreneurship
The consultant will develop comprehensive Study Circle training materials on entrepreneurship for micro and small enterprises. The materials should strengthen entrepreneurial skills, business planning, financial management, marketing, enterprise growth, and business resilience through participatory, learner-centred approaches. Deliverables will include a curriculum, facilitator guide, participant workbook, case studies, and assessment tools.
Duration
Each consultancy assignment will be undertaken over a period of 30 calendar days from the date of contract signing.
Minimum Qualifications
Interested consultants should possess:
- An advanced degree in Business, Economics, Finance, Social Development, Gender Studies, Development Studies, or another relevant field.
- At least seven (7) years of relevant professional experience in developing training or educational materials.
- Demonstrated experience in the respective thematic area (Business Cooperative Development, VSLA, Entrepreneurship and GBV).
- Strong analytical, facilitation, report writing, and communication skills.
- Experience working with community-based organisations, adult learning methodologies, and donor-funded programmes will be an added advantage.

Interested consultants should submit:
- Cover letter highlighting suitability for the assignment.
- Technical proposal outlining the methodology, work plan, and understanding of the assignment.
- Financial proposal.
- Detailed Curriculum Vitae (CV) of the consultant and proposed team members.
- Company profile (where applicable).
- Evidence of similar assignments undertaken, including references and sample work.
- Copies of relevant registration and compliance documents.
Applicants should clearly indicate the consultancy lot they are applying for in the subject line of their application.
Evaluation
Applications will be evaluated using the Quality and Cost-Based Selection (QCBS) method comprising:
- Technical Proposal – 80%
- Financial Proposal – 20%
Only applicants attaining the minimum technical score will proceed to the financial evaluation.
